Singapore Preschool Subsidies & Financial Support Explained

Choosing the right preschool is a journey of discovery for both you and your child. In Singapore, the government ensures that every child can embark on this journey by providing a robust framework of financial support. Understanding how to access these resources, without getting lost in the numbers, is the first step toward a worry-free enrollment.
To help you navigate this process, here is a straightforward breakdown of who qualifies for preschool subsidies, how the assessment works, and what you need to do to apply.
How Your Family Qualifies
Eligibility for preschool support is designed to be inclusive, focusing primarily on your child’s citizenship and your family’s unique circumstances.
1. Citizenship and Enrollment
For the main government preschool subsidies, your child must be a Singapore Citizen (SC) and enrolled in an eligible ECDA-licensed infant or childcare centre. Singapore Citizen children attending eligible Anchor Operator (AOP) or Ministry of Education (MOE) kindergartens may also qualify for the Kindergarten Fee Assistance Scheme (KiFAS).
Singapore Permanent Resident (PR) and foreign children are not eligible for these main preschool subsidies.

2. Basic Support for Singapore Citizen Children
All Singapore Citizen children enrolled in an ECDA-licensed infant or childcare centre are eligible for a Basic Subsidy. The amount of Additional Subsidy a family may receive depends on factors such as household income and the employment status of the main subsidy applicant.
Families with lower household or per capita income may qualify for higher levels of subsidy. From 9 December 2024, families with an SC child in a childcare programme and a gross monthly household income of $6,000 or below, or a per capita income of $1,500 or below, can qualify for full childcare subsidies regardless of the main subsidy applicant's working status, subject to the applicable conditions.
3. Additional Support Based on Household Income
For families who require greater financial assistance, an Additional Subsidy is available on top of the Basic Subsidy, subject to eligibility criteria.
For the Additional Subsidy, the main applicant — generally the mother, or a single father in certain circumstances — must be working at the point of application. Families with a gross monthly household income of $12,000 or below may qualify. Households with five or more family members who are related by blood, marriage and/or legal adoption and share the same registered residential address may instead be assessed based on a per capita income of $3,000 or below.
The amount of subsidy received depends on the family's income level and the type of preschool programme.
4. Special Approval for Certain Circumstances
Parents who are unable to work because of specific circumstances may apply for Special Approval (SA) for time-limited higher subsidy support, subject to the relevant eligibility criteria.
Examples of qualifying circumstances may include looking for a job, studying or attending training for at least 56 hours per month, pregnancy, being medically unfit for work, caring for a child with special needs, caring for a sick family member who requires full-time care, or caring full-time for a younger child aged 24 months and below who is not enrolled in preschool.
Special Approval does not apply automatically. Families will need to submit the relevant supporting documents and have their circumstances assessed.
The Application Journey
Applying for subsidies has become more streamlined and digital, allowing you to focus more on your child’s transition to school and less on paperwork.
Step 1: Secure Your Placement
Your child must first be enrolled in an eligible preschool. The preschool will initiate the subsidy application process after the enrolment is confirmed.
Step 2: Digital Application
For a new preschool enrolment, the subsidy application is triggered digitally through LifeSG. Eligible families will receive a notification to complete the application, with the required information verified through the relevant government records.
Once you receive the notification, you must complete the subsidy application within 14 calendar days. This includes obtaining any required consent from your spouse or family members and submitting additional information where necessary.
Step 3: Consent and Assessment
The application uses information from government records to assess your family's eligibility. Depending on your circumstances, you may need to provide additional supporting documents.
The assessment may consider factors such as household income, per capita income, employment status and family circumstances.
Step 4: Outcome and Automated Savings
Once the assessment is completed, you will be informed of the outcome.
Approved subsidies are paid directly to the preschool. Parents therefore pay the remaining preschool fees after subsidies have been deducted, subject to the applicable minimum co-payment.
